The Honorable Mayor Be S. Forrest, and Members of the Lubbock City Commission City, Hall Lubbock, Texas ATTENTION: H. P. CLIFTON, CITY MANAGER Gentlement Lubbock, Texas July 10, 1956 You will recall that Mr. H. P. Clifton and I presented to you, on dune 14, and idea which several of us had eonsidered, name]y, that it should be possible to arouse greater respect for and interest in the privilege of the ballot by giving attention to the young citizen who reaches Voting age. Habits learned early are likely to be retained. You agreed that tte idea had merit and asked those of us who had considered it to serve as a planning committee, with the further request that we submit to you a plan of action together with the names of Lubbock citizens, broadly representative of our population, who might serve on a committee to put the idea to work. The undersigned herewith submit their recommendations to you. It isoRcommendation that such a committee be given the name, TheMayor's Committee on the Young Citizen and the Ballot. It is our further recommendation that the committee be appointed soon in order that it may have time to take positive action, before the general elgctions in November, that will focus attention on the meaning of the free ballot. While it is recongnized that the better time to stimulate young citizens to qualify for voting is before the primaries, the fact is that time does not permit this. Further, by launchin*ts efforts, say,in the second half of October, it will be even more ap- parent that the Committee we are proposing desires to arouse interest in voting, not in voting a certain ticket. Before giving you the names of the citizens we believe will serve well, let us say a few words more about the nature of the assignment we propose and the composition of the committee. Your temporary plannixommittee consider ny different aspects of the ides, and we wish to record some of our conclusions. It iq©` lief, first, that the proposed Mayor's Committee will be sucessful to the degree that it is able to enlist the active participation of our Young Citizens themselves. To this end, the proposed Committee membership includes many young people, in the belief that they will best know how to reach their peers. A second firm belief is that the purposes of the proposed Committee will be served by a susta m d course of action; a short-term campaign alone will probably not have much effect. This suggests a carefully thought out plan of learning and other constructive experiences. A third major belief is that the most difficult part of the assignment may be to identify and to reach the individual young citizens as they approach the age when they come into the heritage of the ballot. This third point suggests one main consideration we had in mind in making the following recommendatio4s concerning the membership of the Mayor's Committee. It is that the Committee, through its members, needs to have access to those groups.within our citizenry with which young people arq&ost likely to identify themselves. Thus, for example, the local educational systems, the churches, and the South Plains Timing Assoclation ("dragllracers)are included. Finally, it is our firm belief that the Mayor's Committee needs to be non-partisam in composition and non -partisan in action, as well as representative of all citizens of Lubbock. For that reason we have tried to compile a list of persons who, by affiliation as well as residence, present a cross- section of our city. Experience may show that others may need to be added. Now a word about the Committee. It is obviously too large to begin functioning effectively in a short time. For that reason we are proposing that you consider designating those whose names are preceded by the asterisk as a steering or executive committee, to get the. Committee's work started. Finally, if you wish it, the undersigned will be glad to meet with the steering or executive committee, to render such assistance and counsel as we may be able to. Whether such a 4oint meeting takes place or not, it is our hope that the Mayor may be able to.convene the first meeting of the steering or executive committee. It is our belief that the Mayor, as the elected first citizen of Lubbock, is best qualified to speak for our entire community.. Charles A. Guy Don Jones C. E. Maedgen, dr. H. P. Denton Judge, 99th District Court Lubbock; County, Texas Dear Judge Denton: We, the Grand Jury of the 99th District Court, July term would respectfully submit to you our Grand Jury Report. - We would request that the City Commission of the City of Lubbock be contacted and the commission be informed of the service and diligence with ahict the various members of the Police Department have rendered to this Grand Jury. We would like to t4ke this opportunity of extending our thanks to the commission for the splendid manner in which the members of our police force carry out their duties. We would also like tb request that the commission give some consideration to the sacrifices which many of our police officers make, all in the line of duty, in order to appear and testify before the grand jury. Many times an officer is called and must appear to testify on his day off. In many other situations officers who are on duty at night must appear at a tithe when they have been on duty the night before. We would like to request that some type of a schedule be worked out whereby an officer would re- ceive credit for duty time when he is appearing bef)re the grand jury. Many times it is necessary that the officers spend several hours at a time either waiting to testify or testifying before the grand jury. It seems only fair that these men be given some type of credit for this very necessary and useful part of their duties. Not once during this session has an officer complained of this fact but the members of the grand jury have found these facts out and would respectfully ask that they be submitted to the City Commission for that body to take such action as it might deem necessa4r. Geo C. Leftwich H. G. Warren E. H. Ginsburg H. R. King, Jr. E. E. Winters Rodney Hick Respectfully submitted, A. E. Quest, Jr., Mark Hailey A. W. Sumnall C. S. Qualls K. C. Preston John Fair Foreman The City Commission expressed appreciation of the above letter and it was stated by the City Plan-hger that the polige officers who give their time to testify before the Grand Jury are compen- sated for this duty. NO FURTHER BUSINESS COMG UP FOR CONSIDERATION: THE CITY COMNRSSICK READ AND APPROVED THIS THE 26 DAY OF July ,1956. r Lvenia Lowe, City Secretary —Treasurer
