the following Citizens being members of said committee:
Marion Sanford, Earl B. Collins, Hurley Carpenter, Harold Griffith, Raymond Burford, J. D. Hassel, Jr.
and Lee York, Chairman.
On this date, June 14, 1956, Mr. Lee York appeared before the City Commission and gave the following
report of said Committee:
REPORT FROM CITIZENS COMMITTEE INVESTIGATING
FIREMEN'S REQUEST FOR REDUCED -WORK WEEK
The following committee members were present on May 23, 1956, Lee F. York, Chairman, Marion Sanford,
Earl B. Collins, Hurley Carpenter eared Harold Griffith. I.embers-absent - Raymond Burford, Roy Mack and
J. D. Hassell, Jr. Others present Al Couch and Glenn Smith. I
-
A comprehensive study of wages and general working arrangements of Lubbock Firemen has been made as
requested by the Lubbock City Commission. After a complete review it is the unanimous opinion of the
members voting (Earl Collins abstained because of membership of possible conflicting city board) that:
A. This committee does not recommend to the commission that the 63 houil6 k and other changes as
proposed be granted at this time. Following are reasons and comments:
1. The efficiency and morale of the Lubbock Fire Department is commendably high and every effort
should be expended to keep it at its currently high level. The chief, the officers and all of the men
are sincere in their loyalty to their jobs and to the city,.and the citizens of Lubbock can be
justifiably proud of them.
2. The present rate of pa;:- for the Lubbock Fire Department, together with all benefits such as
longevity, uniform allowance, accidental death benefit insurance, and freedom to work at other jobs
compares favorably with the average for other cities in a comparable size bracket and area.
3. An increase in the rate of pay for firemen, or a reduction in hours worked, which would result
in an increase in hourly rate and in departmental costs, would almost certainly require an increase in
rate of pay for nearly all other city employees. This would amount to a large increase in the overall
city budget.
4. The Lubbock Fire Department has received a rather steady and fairly substantial increase in pay
during the past five years as shown by the record.
5. Despite pay increases, it is still the feeling of your committee that the Lubbock Fire Department
is certainly not over paid. The committee would like to see the pay scale raised -as soon as practicable,
but does not recommend that such action be taken at this time because a substantial increase in budgeted
salaries for city employees, coming at a time when other city expenditures are at an unprecedented peak
due to unusual conditions, would without doubt result in an increase in tax rates or valuations. Such
an increase, coupled with the recent increase in water costs, would almost certainly cause a reaction
on the part of the tax paying public which would be contrary to the best interest of both fire
department and the city administration.
/s/ Lee F. York
Chairman of Citizens Committee
After consideration of the above report from the Committee appointed to study and recommend to the
City Commission as to a shorter work week for firemen, motion was made by Commissioner Baker,
seconded by Commissioner Casey, motion carried, Mayor Forrest and Commissioners Baker, Byrd and Casey
voting Yea, none voting Nay to reject the Firemen's request for a shorter work week. Six members of the
Fire Department appeared before the City Commission and were told by the Mayor that their request for a
shorter work week had been Rejected. The Mayor stated to the group that the City Commission felt that
the City's budget could not be balanced for the coming fiscal year without an increase in the tax rate
if the request for shorter work weeks was granted. The Mayor also stated to the Firemen that the City
Commission was making every effort to grant an increase in salary to the fire men.in the new city budget.

6-15-227-637 The following report was given the City Commission as to Group Hospital and Life Insurance covering
City employees. Said committee having been requested to consider proposal of various insurance com-
panies in an effort to determine whether or not a better insurance program for City employees could be
secured.
REPORT
We wish to respectfully submit the following report of actions taken at the above -dated meeting;
attended by eight of the nine committee members:
(1) Mr. John Scott moved that, after consideration of all insurance proposals put before us, we
re -affirm the previous motions that we retain Blue Cross -Blue Shield and Aetna coverages that we now
have. This motion was seconded by Mr. Crawford and carried unanimously by all present voting
affirmatively.
(2) Sgt. Hoover (Police Department) moved that the committee go on record as recommending that an
additional $1000,00 of life insurance be made available, as a condition of employment, increasing
that coverage to $3000.00, with the City participating at the same ratio of contribution per $1000.00
that has been practices in the past. To help offset the additional cost, the committee recommends
that the "back -dating" conversion clause in the present policy be eliminated in the new Aetna
contract, -since this elimination will result in a 1% decrease in the premium and a resultant saving
to the City. This motion was seconded by Capt. Bond -(Fire Department) and carried unanimously by all
rresent voting affirmatively.
(3) Mr. Crawford moved that the committee recommend that the three committee chairmen assist the City
Manager in every way possible in the presentation of these recommendations to the City Commission.
This motion was seconded by Mr. Jean Sivells and carried unanimously by all present voting
affirmatively.
We will submit another memorandum separately giving more detailed background information which formed
the basis for our conclusions arrived at as shown above.

After talking to you and Mr. Clifton last week I called two Dallas oompanies,

inasmuch as it will cost more that $1, 840.00 to make the additional number of welds required,
_7
It is recommended that pipe be purchased per quotation dented May 29th, 1956 from the
Dallas Tank Company, tne., for the total lump sum of $15,640.00, this being the best
available bid obtainable for the required pipe.
As a matter of information, oUr original estimate for this required pipe was

Dear Mr. Grimes:

We talked'to the Purchasing Agent of H. B. Zachry Company in San AntD nio relative
to obtaining tim pipe through their sources., and they canvassed the follo" ing companies
with no results:

Tex Tube, Inc.

Samsco
San Antonio, Texas
Letters of refusal from the above tabulated companies are attached for your information. 1
At a later date Mr. Motherall, of Samsco, phoned and informed us that 36" pipe cool
be supplied at $22.07 per foot and 240 pipe could be supplied at $17.35 per foot.
After talking to you and Mr. Clifton last Week I ca Iled two Dallas Companiea,
Dallas Tank Co., Inc.
and
Master Tank andWelding
from whom you received quotations.
I discussed with the Construction Superintendent, Mr. Moody his cost of making
field welds a ad inasmuch as it will cost more then $1,840.00 to make the additional
number of welds required, the b etter of the two bids would be that from the Dallas
Tank Company, Inc., for the tota 1 lump of $15,640.00.
After making this evaluation, tbeAlexan der Pipe & Steel of 1802 East Broadway
Lubbock,Texas, was contacted again relative to fabricating the required pipe are it
is believed that the best offering for the required circulating pipe world be the
urchasing of 200 feet of 240 pipe from the National Tank Company at 2023 4th Stree
Lubbock, Texas, at their price of $12.03, less 10%, plus freight from Tulsa.
This would cost us approximately $2,422.00. This, together with the offering of tie
Alexander Pipe & Steel to fabricate 800 feet of 36" pipe in 20' lengths fora lump
sum of 411,950.00; the two of these offerings would total $14,372.00. Mr. Alexander►
offered to fa bricate the required 36" pipe, subject to our inspection and specift-11
ea tion, said specification being "pipe to be fabricated of 1/4 new plate, rolled
and welded both inside erd outside in a workmanlike manner, a 11_welds to be cleane4
completely, free of slag by pneumatic hammering and also all weld bpatter and/or
other sharp irregularities to be removed by clipping or grinding.
Mr. Moody, the Construction Superintendent, and.I inspected Mr. Alexanderts
facilities and his offering can be used under the above conditions, thus making
the combined Alexander Pipe & Steel and National Tank Company the lower of any
bids received.
It is recommended that formal quotations confirming the above be obtained
from rational Tank Company and Alegander Pipe &Steel, and purchases be made from
these suppliers in order that our requirements for 24" and 360 pipe may be met.
Sincerely,
/S/ Nelson Miner

to letters on the same subject dated June 5th and June 8th.

order with the Dallas Tank Company for this pipe, in accordance with their total
lump sum bid of fifteen thousand six hundred and forty ($15,640.00) dollars.
Sincerely
/S/ Nelson Miner
