did on the 24th day of Larch, 1938, pass an ,Ordinance, levying
and assessing Lot 18, Block 68, 1•'cCrunmen's Jecond 'addition,
to the City of .Lubbock, Lubbock County, Texas, the sum of
995.42 for Street Improvements, including paving, curb and. gutter;
and
