Lubbock, Texas,
Oct. 27, 1937.
Honorable City Commission,
Lubbock, Texas.
Gentlemen:
I would like to make the following bid for the use of the
783 acre place just acquired by the city, and located just south
and east of the Cemetary.
It is my understanding thpt this place will bgised for the
water disposal from the city just as soon as the pipe can be laid
and the dump ground will be roved to it also.
I will grub and break this place or lout in to cultivation
all the tillable land which I understand is approximately 350
acres for the use of the land from date to December 31st 1939.
The grass land is to go with to farm land but I will pay
a cash rental of 500 per acre per year for it.
It would be understoou that the Uity will build the ditches
and the tank and have the water ready for use by January 1st, 1939
and that I will have free use of it for the last year for irrigation
363
Also it would be necessary for me to have a small two
or three room house and barn and windmill for private use on
the place.
After my contract has expired I would like to have the refusal
of the place for the next five years at the rate of ;?5.00 per
acre cash rental on the tillable land and 50¢ pental on the
grass land. All tillable land is considered irrigated land
or the land that we can get the w-ter too for irrigation.
Thanks for your consideration I am
Very truly yours,
(Signed) L C Montgomery

ASSESSLZ4IdT OF UIQREIvDERED LAND
STATE OF TEXAS Q CITY OF LUBBO Ch
TO
LTJB 3OC1. COUMLY Q T.Ri. SYLVA B. WHEELOCK
BE IT RME11BERED that on this the 28th day of October, 1937,
at a Regular Aieeting of the Ui ty 1,onmission of the City of
Lubbock, Texas, a quorum being present, it was rude known to the
said City Commission by the 6ity Tax Assessor of Lubbock, Texas,
that the following described strip of land has never been
rendered to the City of Lubbock for purpose of taxation, said
strip being described as follows:
Part of Survey One (1) , Block. 0, and being
a strip off of the east side thereof, in
Lubbock county, 'Texas, described as follows:
BLGII MM, at the southeast corner of Bloc: 16,
in the Original Town of -Lubbock., Texas; Thence
south with the east line of Blocks 32,48, 641
801 96, and 112, and to the southeast corner
of Block 112, in the Original Town of Lubbock;
Thence east an approxim-te distance of 20.45
feet to the east line of said section; 'Thence
north with the east line of said section to
a point in said east line due east of the south-
east corner of said Block 16; 'Thence west an
approximate distance of 27.6 feet to the south-
east corner of said Block 16.
It appears thrt 1%,:rs. Sylva B. 4heelock, a widow,
claims to be the owner of said tract and desires to sell all
her right, title and interest therein. It also appears that
there is a claim that said strip constitutes an alley, and
is not private property, and not subject to taxation, and
never has been. Because it has been claimed said strip is
a public alley, it has never been rendered or assessed for
taxes. It further app-:ars that if anyone is the owner of
said property, subject to such easement, it is 1-Irs . Sylva B.
Wheelock. In order to give her a clear title, so far as the
City of Lubbock is concerned, with reference to taxation,
and to renove further doubt, the amity Commission of the City
of Lubbock:, Texas, acting as a Board of Equalization under
the statute, hereb., assesses said property at a value of
w for each of the years since the Cite of Lubbock
has been incorporated, and hereby fixes the total City
taxes upon said real estate for all of sai.. years, including
the year 1937, at $ 10.00 , which includes all penalty and
interest. This action is taken on the recorinendation of the
City Tax Assessor, and it is hereby ordered that upon the
364
payment of said sum of money the City Tax Collector shall
issue to the said lv.,rs. Sylva B. the, a receipt showing all
taxes paid on said property to and including the year 1937.
