56-15-87-243 Dr. Clark, Dr. Arnett., Dr. Rountree, Dr. I-antooth and several other persons apreared before the City
Commission and presented a petition carrying approximately 75 names, the petition reading as follows:
PETITION CONCERNING TRAFFIC BLOCKS ON
19TH STREET WEST ON COLLEGE AVIIJUE
We, the undersigned property owners, doctors, nurses, employees and patients, respectfully
petition the proper officials of the City of Lubbock to investigate the inconvenience created by the
placing of traffic blacks in front of and in the vicinity of St. ilarr's Hospital, Plains Clinic and
Ledical Center which prevent traffic moving West on 19th Street from being able to enter these
institutions without having to travel approximately 8 blocks from a point in front of said institutions
to be able to drive in the approaches of such institutions. It is difficult for one travelling West
on 19th Street to be able to calculate the manner in which he may proceed on the stree''.s in order to
place himself in a position to drive in the a;:j:roaches of said institutions.
Due to the ul:pe of business and the large nunber of patients, employees, and. other persons desiring
to drive their automobiles into the approaches of the above institutions, it is imperative that the
traffic regulations be changed so as to permit a left hand turn by traffic going West on 19th Stre..:t
into the approaches of these institutions. Vie respectfully request that this natter be taken care of
immediately in the manner deemed most advisable by the City Traffic Commi..sion.
After a lengthy discussion in regard to a break in the median divider in 19th St., in front and in the
vicinity of 5t. 1_ary's Hospital, Plains Clinic and Medical Center, Mayor Tripp stated to the group that
the City Engineering Department would re -study the traffic situation in this location in an effort to
find a better solution to the traffic planning in this vicinity.

Kar ch 22, 1956
Hon. Mayor and City Commission
Lubbock, Texas
Gentlemen:
Since serving with you as a member of the City Commission for the past two years, I have become
extremely interested in the development and growth of the City of Lubbock.
The proper administration and planning by the city administration is becomning more important as
we grow into a larger city.
The City of Lubbock is a very important business, the largest in this area. The City needs men
with business experience to run its business affairs. Lubbock has been fortunate to have qualified
people like yourselves to head the City Administration -in the past.
Because I want to see continued efficient operation of the City of Lubbock, and because I feel
that I am qualified by may experience during the past two years as city commissioner,I have filed
as a candidate for Mayor of the City of Lubbock for the next two year term.
As I indicated when filing for the office of Nayor, I hereby submit to you my resignation from the
office of City Commissioner, place 3, effective April 2, 1956.
Respectful I ;p
/s/ S. S. Forrest, Jr.
After consideration of Mr. Forrest's letter as set out above and in view of the fact that Mr. Forrest
has announced as candidate for Kayor in the City General Election April 3, 1956, motion was made
by Conuniss'..oner Thomas, seconded by Commissioner Carpenter, motion carried, Mayor Tripp and
Commissioners Baker Carpenter, and Thomas voting Yea, none voting Nay, to authorize acceptance of the
resignation of S. S. rorrest, Jr. as City Commissioner Place 3, effective April 2, 1956.
Mr. Forrest has made an outstanding record in his service on the City Commission of Lubbock during the
past two years. rIis wide business experience, sincere interest in the welfare of all our citizens and
in the continued progress of our fine city, his personal integrity, his sound judgement, and his fine
Christian principles have all made a very important contribution to the operation of our City
Government during the past two years.
His unselfishness in tendering his resignation at this time to offer his services to our citizens
for greater responsibilities is evidence of his conscientious desire to help in the building of, an
even better community. His personal qualifications and his experience on the Commission would be
invaluable in the ;;,ork that is ahead.
/s/ It urrell R. Tripp
56-15-89-249 The City Commission on February 9, 1956, authorized purchase from W. L. Burkhalter a five acre tract
of land, being all of tract 4, Block 21 of the Crump 5 Acre Addition, to the City of Lubbock, for a
consideration of 'w5,000.00. Payment of said tract having been made from Park Bond Funds. The City
Commission, heretofore, authorized purchase of paving lien assessed against this tract of land from
the paving.contractors, however, the lien is still assessed against said tract of land. On this date,
March 22, 1976, consideration was riven to the payment, of said paving lien by the City of Lubbock in
order to clear abstract of title covering this land. Whereupon, motion was made by Commissioner Forrest,
seconded by Commissioner Thomas, motion carried, ha.yor Tripp and Comri:issioners Baker, Carpenter,
Forrest and Thomas voting. Yea, none voting Nay, to authorize payment of said paving lien in the amount
of $1229.70 from Park Bond Funds. Authorization being hereby given for cancellation of the accuring

Commissioners Baker, Carpenter, Forrest and Thomas voting Yea, none voting Nay, to authorize paving on
Fast 2nd Place, East 3rd Street and East 3rd Place from David to Cherry Avenue to be 301 wide paving.
Also, the right of way of Cherry Avenue at t'-:is location to be 561 dedication, and paving of 36, width
required on said Cherry Avenue in this area. It is hereby also authorized that David St., in tris area
not be paved at t' is time. The reason for the 30' width paving being authorized on the streets set
out above is that prior committments have been made in tiffs area.
56-15-89-251 Motion by Commissioner Baker, seconded by Commissioner Carpenter, motion carried, i,iayor Tripp and
Commissioners Baker, Carpenter, Forrest and Thomas voting Yea, none voting Nay, to authorize the 20-30

Dear Sirs:
The Lubbock 2D-30 Club, #314, is recuesting permission to place on each parkin; meter a small decal

the automobiles thefts are caused by the people leaving the keys in their automobiles.
We are desiring to do this as a service to the citizens of Lubbock and also as a Civic Project with no
expense to the City of Lubbock. We plan to furnish all of the materials and labor.
Enclosed you will find a sample of the decal and a picture of how it looks. on the meters in other citie

establishment of the proposed re-develo[-ment program for the Latin American Sector. This action having
been taken because of request from the -atin American Committee, and being set out below.
Lubbock City Commission RE: Re-establishment of Redevelopment Program,
Lubbock, Texas Latin-American Sector of Lubbock, `jexas
Gentlemen:
We, the Latin-American Committee, respectfully request that you re-establish the Rehabilitation and
Redevelopment program of the Latin-American sector for reasons indicated below.
1. The Latin-American people were not given sufficient time to become familiar with and
consider this program. Two meetings were held by this committee to explain to the people the
prograua contemplated and to explain, also, the questionaires that were to be distributed to
them by the Planning Commission. It/was by this method that this. Committee and the Planning
Commission -were to determine whether the Latin-American people were or were not in favor of
the Rehabilit-.tion and :Redevelopment Program.
2. A survey to determine the peoples' opinion was started one day before the announcement of the
City Commission's decision to drop the proposed program. Ample time for a complete survey
was not allowed.
From the two points indicated above, it is clearly seen that we are interested in the Program but were
not allowed sufficient time to complete our survey to determine the will of the majority of the people
in this sector.
Therefore, we again respectfully rec;uest that the instigation of the program be re-established and the
people of this community be given the opportunity of expressing their opinion.
Yours truly,
Ti E IATIN AiLa-.ICAN C OM1 _ITTEE
