Director of Public Safety in refusing to grant him a chauffeur's license as required by Article 111,

1.
That the appellant, made application for such a chauffeur's license on or about the lst day of
December, 1955; that subsequent to making said application, he was issued a temporary permit pending

of a license; that under the privileges granted by said temporary permit, he worked continuously for
Domino Taxi in the City of Lubbock until he was notified by letter dated January 28, 1956, that
his application had been rejected because he did not admit previous criminal record on his application
signed "L. W. Forrester, Detective Captain, by: John S. Sortore, Identification Officer".
2.
Upon receipt of said letter, applicant immediately ceased using his privileges under said temporary
permit and solicited the services of an attorney to explain the nature of the refusal to issue him a

with an amendment in writing to his original application, showing fully his previous criminal record.
3.
Applicant respectfully represents to the Commission that at the time he made his original applica-

granted this license to pursue his means of an honest livelihood in order that he may honorably and
honestly support and sustain himself and his dependents; that while he has made the three (3) missteps
from the standards dedrranded by society as shown above, he is determined to live up to and fulfill the
c3nfidence you place in him as a dr:i.ver of taxi cabs in the City of Lubbock in such a manner that he
will be a credit to the t; xi. cab industry and to this great city.

56-15-33-94 Motion by Commissioner Baker, seconded by Commissioner Thomas, motion carried, Mayor Tripp and
Commissioners Baker, Carpenter, Forrest and Thomas voting Yea, none voting Nay, to authorize change
of City of Lubbock insurance coverage on boiler and machinery to a retrospective or experience rating
basis, in accordance with the plan set out in the following letter from the Lubbock Association of
Insurance Agents Public Placement Committee, dated February 11, 1956, signed by Marion Sanford,
as Chairman of the Committee.
Hon. Mayor and
City of Lubbock
Lubbock, Texas
uentlemen:
City Commissioners
Febru :ry 111 1956
The insurance committee from Lubbock Association of Insurance Agents wishes to call your attention
to the possibility of chan-ing your boiler and machinery insurance to a retrospective or experience
rating basis. By adopting this new plan of protection, the city will profit from its good experience
under any boiler and maci-,i.nery policy in effect to the extent that there will be a possible savings of
more than $3,000.00 on -a premium equal to the current premium. If the loss ratio is adverse, there
could be a.debit of approximately $1,500.00 based on this same current premium. With the addition of
the new turbine which will soon be. in use, it is this committee's feeling that the city will be well
advised to change to the retrospective basis.
If this change is made, there will also exist the possibility of including under your policy terms
coverage for the Lubbock Independent School District and for Lubbock County on the same retrospective
basis. Frankly, this will not produce mulch , if any, monetary savings to you, and, in the event of
losses caused by either of these other two assureds, your premium will be higher than would otherw-, se
be the case. However, the inclusion of these two assureds will be of a very considerable financial
benefit to them, and in no other way can they secure the low premium which they can get in this way.
As your insurance committee, we do not necessarily recommend the inclusion of the school and the
county, but want to point out that in accordance with the figures submitted to you orally, both the
school and the count;T will benefit materially from your generosity if you see fit to include them.
Very truly yours,
LUBBOCK ASSOCIATION OF INSURANCE AGENTS
PUBLIC PLACE ZXT COIE.ITTFE
