. De'..,eese:
Mr. DeWeese very ably presented the Insurance situation
throughout the state and disclosed that Texas was the only
state in the Union that gave Debits and Credits for Uood and
Bad Fire Records, and that the People of the state of texas
were-, the makers of their o.,m Insurance rates. The Educational
program that was being put on over the state was the only way
that we cou.Ld hope to reduce the Fire losses and that Texas was
the only state that gave a credit on the key rate for education
along these lines, this was substantiated by figures showing
the decrease in the average rate over a period of 8 years.
In 1923 the Average rate per Hundred was 1.46 which has been
reduced to 1.09 for 1931, which represents an a-c-croxiirnte
saving of 'Thirty million dollars to the oeople of Texas.
The education is being further advanced by the institution
of a training school at College --tation for Firemen and that
the cities who had represent:=tive students would receive a
credit on their key rate, he said.
Eugene :)anders :
Mr. Sanders very forcibly brought out the old adage "AN
OUT,'CE OF PREVENTIOY I` 77ORTH A _ OUP D CF CURE". He enumerated
the causes of losses in Lubbock as follows: (1) Carelessness,
(2) Over insured, (3) Incendiarism, these causes ;ere
responsible for 60% of all fires in Lubbock. He added that
fire prevention education is the most i;-portant item .o decrease
these losses.
The following sug:.gestions vrere offered to carry out the i ire
Prevention education:
(1). An ordinance should be passed creating a Fire revention
Commission. (A copy of a proposed Ordinance
was given
by him).
(2) .
A copy of such ordinance sho ;ld be placed in
every home
in the city when passed.
(3).
An inspection of every home should be made at
least twice
each year and the fire hazards pointed out to
the house-
wife, he said there were ap 'roximately 35 such
hazards
in every 11or:e.
The item
of over Insurance was explained b;, Mr. ganders,
by
failure
of agents to know values, however he stated
that some
agents
were more interested in the commissions than
getting
the proper valuation. This phase of loss should be
handled
by the
commission, if appointed b; the - ity.
The Insurance -rents should be careful on the insurance carried
on vacant houses and this wou-.d in some measure rer;uce the
fire losses caused by incendiarisr.:.
As a result of the fire losses the naet year the Lubbock Citizens
are raying excess premiums in amolInt of apl.-iroximately "''31,8019,
on a 3% bad fire record.
