Ed Gossett, General Attorney for the Southwestern Bell Telephone Company and several other members of said organization appeared before the City Commission and presented request for in- crease of telephone rates for the City of Lubbock, in accordance with the following letter. May 15, 1957 Honorable Mayor and Members of the City Commission of the city of Lubbock Lubbock, Texas Gentlemen: The phenomenal growth and development of Lubbock in the past few years is a source of pride to every citizen and we are proud to have had a part in it. New homes, new businesses, new faces and new dollars at work have been the order of the day here and it continues to be so. The population increase of 50,000 since 1950 creates a need fir many things and many additional services. Confidence in the soundness of the foundatigRclhich this community is being build has prompted the investment of the millions of dollars in b uildings plants and equipment of the many business concerns required to meet the needs of the people of this area. We are glad we were in a position to move along with these needs. In 1950 our plans, as publicized at t1a d1me, called for an expenditure of 0,500,000 for new facilities. Since then, we have spent $6,782,000 and plan to spend $1,4223500 more this year. This has gone into poles, wire, cable, buildings and all the things necessary to provide rapid communications for a hustling bustling city with a future. We have every confidence that this trend will continue and it is our earnest desire, and our plan, to keep our operations here abreast of the continued growth of this city. In oir business, as in any business, theoutlay of tremendous sums of capital must be weighed against the risk factor and the earnings potentialities. On neither of these counts are we con- cerned. The sound, wholesome growth here minimizes the risk factor. The earnings factor is simply a matter of pricing a product or service at a level which will take care of all expenses and leave enough for a fair return on the property devoted to public service. As the costs of operation and the cost of money incream, the businessman must increase his prices, and we are all familiar with what has happened in the post-war years. The same forces of inflation that have affected your businesses have also affected our business. Although we have done everything we can to offset this by improvements in the art and by increased efficiencty there comes a point at which we must begin to bring in more revenue. And we have reached that point in Lubbock. We have had only one increase in rates since 1940 and further inflation following the Korean War has occurred since our last and only post-war increase in rates. We have had five increases in wages since 1951. Material costs have continued to rise. Taxes and other expenses of pro- viding telephone service are higher today. On the basis of the present rates dgring the year 1956, the company only earned a net return of 3.47% and if the present rates are continued until the end of 1957, the company will only be earning 2.747. This situation makes it necessary for us to apply to your for a new schedule of telephone rates in the City of Lubbock as follows: Class of Service Monthly Rate One party Business Flat Rate $13.50 Business ftension Station Flat 1.75 One Party Business Measured Rate 7.50 (a) Business Fktension Station Measured 1.25 One Party Residence Service 5.50 Two Party Residence Service 4.25 Four Party Residence Service 3.25 (b ) Residence Ek tension Station 1.25 Ommmercial PBX Trunk (c) Commercial PBX Station 1.75 Measured H4te1 PBX Trunk (Guarantee) (d ) Measured Hotel PBX Station 1.00 Semi -Public Service (Guarantee) .30 per day Local Memages Under Guarantee - each .10 focal Messages Over Guarantee - each .08 3/4 Coin Telephone Charge per Local Message .10 Bktension Semi -Public - coin 1.75 Bktension Semi -Public - None -Coin 1.25 (a) Includes 100 outgoing local calls; additional calls 5t each. (b) Four -party residence telephone service is authorized only until such time as telephone facilities are available to furnish two-party residence telephone service to the then existing four -party residence customers; at such time, four -party residence telephone service shall be discontinued. (c) The rate for a flat rate PBX trunk is one and one-half times the rate for one -party business flat rate service. (d) Minimum local message revenue guarantee equal to one -party business flat rate service. We would like an opportunity to present to your the data justifying the above rate schedule. The rates paid by the users of our service never pay the cost of expansion -- this money must come from investors. We must continue to invest additional capital here to maintain pace with the growth, and in order to justify this, our service must be priced at a level which will provide a fair retdrn on this investment. This increase means only a few cents per day to the individual customer, but in the overall, it means providing additional revenues which will place our operations on a sound basis. We earnestly request your careful consideration of this problem, and that you set this matter for a hearing at as early a date as possible so that we may, present to you the facts which necessitate this increase. We sincerely pledge you that, financial consideations per- mitting, the needs and desirescf the people in this ever expanding area will continue to receive our close attention and our best efforts to serve. Sincerely yours, /sl SOUTHWESTERN BELL TEL.EPHOD4 BY: lsl C.R.
