ATTEST:
City Secretary, City of Lubbock
Texas
)-19-380-2018 The Honorable Mayor and
City Officials
Gentlemen:
kk We respectfully submit herewith a request for a revision in the General Service rate for
natural gas service in your city.
Pioneer Natural Gas Company, the successor to West Texas Gas Company has been supplying
natural gas service to a majority of the towns in our West Texas Service Area since 1927 and 1928.
From the time of original construction until 1951 there were four rate reductions. The first
rate increase in the history of the Company was granted in 1951, and in 1957 there was a small
increase in the minimum bill.
You will note from the information contained in the petition that our request is for In
increase of approximately ten per cent. We are requesting a rate structure spreading the increase
evenly through all rate brackets because this seems to be the most equitable distribution.
During the past several years there has been a continuous increase in $ h*k* our
cost of operations. This has resulted from increased costs of material, wages, taxes, and gas
purchased for resale. We have included graphs and other information in our petition showing
increases experienced in some of these items. Your attention is particularly directed to the cost
of gas in the field.
The area we serve has experienced rapid growth; manybf the cities served have tripled in
population. The major portion of the facilities necessary to provide for this expansion and
development has been constructed in recent years -during a period of increased costs. Consequently
our investment per consumer has increased as shown on the graph "Investment per Customer in
Distribution Plant and Equipment." This growth has required not only the expansion of our
distribution facilities but likewise enlargement of existing and construction of new transmission
lines and the securing of additional sources of natural gas in the various gas producing fields.
A graph included in the petition shows how our average costs of gas in the field has in-
creased during the past seven years. However, though increased, the average cost of gas to Pioneer
has been consistently maintained at a level below the going price.
We respectfully apply for the approval of the requested rate set forth oi page 2 of our
petition, such rate to be made effective for all meter reading periods beginning on or after
December 15, 1960. Representatives of our Company will be glad to meet with you at any time
to discuss this request.
Very truly yours,
Is/ C. I. Wall
