August 16th, 1922.
The City Gommission of the City of Lubbock, Texas met in continued:- session )
of the Regular Session of 'ugust loth with the following present:
Mayor Percy Spencer, Commissioners H.G. Love, J.O. Jones., 1"I.S. Posey and
Geo.C. ,,olffarth, R.A. Sowder, City Attorney and TI.�;. Ruby, City Ygr.
Upon mot'on made by Mr. Posey, Seconded by T�ir. Jones vote being unanimous
the following Ordinance was read and approved. and orderf:d passed.
Ordinance No(- 2104
AN ORDINANCE Prohibiting persons from loitering around places of public a-
musement for which admission fee is charged for the purposes of viewing
the spect acle pr performance without paying therefor, fixing a. penalty
and declaring an emergency account of the prevealance tPoreof.
BE IT ORDAINED BY TIIE CI11 COUNCIL OF THE' CITY OF LUDBOUK, TEXAS.
Section 1. No person shall loiter or remain around a place of public a-
musement to -,.hich an admission fee is charged. i-jith the intention and effort
to view such specti le, cnter•tai mu e..rt with out ]Paying`.t-he admes^ion charge or
fee.
Section 2. '.ny pe son found o zilty of violating section ones hereof shall be
p unished by a fine not exceeding two hundred dollars (.';;200.00) }
Section 3. The fact �'r ,� a great r,,any persons are now viewl-ng erite7-tairm-lents �J
without paying therefor , creates an emergency that the rule requiring an
ordinance to be read -t two several meetings be suspended and this ordinance
be passed on the meetings of its introduction, and be effective irnrcediately.

This being the date set for the letting of the contract for Engineer services
for the 'Ijater and Sewer extensions, proposals fr)on: the following Engineers
were received, Julian Montgomery, 'Viichita Pallas, Texas, 6.H.Hovaren, Amarillo,
Yr. O'Neal of the filuncipal Engineers, Dallas, Texas, E.L.Dalton, Dallas, texas
Preston & Hasie, Dallas, Texas, Henry:-Exail Elrod Co. Dallas, Texas, E.E.Sands,
Houston., and J. P. Markham, Lulbbock, It appearing to the Cit . Commission that
E.E.Sands having the: b6st proposal, it was moved by MIr. Posey, seconded by Tyr.
Uones that the contract be awared to E.E.Sands, IIouston, Texas.
There being no futher business, meeting adjourned.
