A SOCIO-ECONOMIC BASE STUDY FOR LUBBOCK COUNTY
Introduction
Lubbock County, Texas is comprised of a heterogeneous population of
white.and black citizens, and of English-speaking and Spanish-speaking
citizens. There is also great heterogeneity in educational levels and in
skills among all segments of the population. The forms for individual
economic productivity have shifted greatly in recent years as agricultural
employment has fallen in response to higher levels of mechanization. From
all of these causes and for these reasons, the problems of unemployment and
underemployment are of primary concern to Lubbock.
Unemployment and underemployment are particularly vexing because. of
the lack of data adequate factual and analytical base for use in planning
and for use in analyzing alternative proposals'..for improvement. The
community is committed to the concept of joint action to effect a match
between the abilities of its citizens and the local opportunities for pro-
ductive employment. However, the lack of objective information has already
proved to be a serious handicap. Unrealistic efforts, however well
intentioned, are sources of economic waste on the one hand, and of human
disillusionment on the other.
The type of evaluation that has proved to be most generally useful in
providing a factual understanding of the economy of a region is the
"economic base study." This approach is widely used and enjoys a good
reputation for effectiveness. This present program will use the methodology
