I came to discuss the transferring of * storm sewer bond funds to the Playa Lakes Project. I would like the Council to consider the establishment of a separate fund . for the Playa Lakes and riot transferthe "money front 'the 'Storm Sewer Bond Fund or the .Storm Sewer Accounts that you have, to a purpose that is not in fact a storm sewer. I am requesting that the Council consider this wisdom. I also am requesting the -Council to consider having the water that comes from Tech Terrace in the storm sewers of Tech -Campus. I think they are on Bos- ton. I have'a memorandum here from Wahl that establishes that the storm sewers do come from Tech Campus is in the Tech Terrace area. It is in the Te.ch-Terrace-Watershed. it is in the Tech Terrace Water'Basin. -When the normal -flow of water - the. normal from the run-off of the rain fall in the Tech Terrace area and basin should go into Tech Terrace. Tech Terrace has a storm sewer to drain it. I have been before this C6uncil marry 'times making request that this And to not have Council protect the watersheds of this City as -is' -provided for in our Charter. the water go from* Tech Campus into' -the storm sewer that has been built - the new 96" storm sewer that ffows out of.Tech-'Terrace. Is not reasonable for me to understand because of the limited capacity of the storm sewer that goes from Stumpy Hamilton. Because the storm sewers on Tech Cam.pus were constructed after the storm sewer leaving from Stumpy Hamilton was constructed. In , fact something like 20 ye#s and 66 fun-offhad-Increased and "it4s, a diversion of water to have the water . that falls on n Tech Campus ga,int . o the storm sewers that go into Stumpy Hamilton Park. I . have been before this Council many times and -you tell me that you know that it is right, but that you don't have the money to do it. And"now I find you are transfering money from the Storm Sewer Account into Playa Lakes where plats have been approved that have caused homes and property to be subject to flooding. I think it is two (2) separate different I propositions. think if you need to go out here and -correct some of these plats that shouldn t have been appr oved, you ought not to rob the Storm Sewer Funds and I think you, ought to fix the storm sewer before you take any money out of it. I thank you very kindly. `Mr'. Marshall's request was taken under advisement.
