Information and referral services, social recreation and transportation. 2. Meal Program, which is currently providing 296 hot meals each weekday at six sites in the City. Mr. Cunningham stated that $39,000 had been authorized by the Council in September of 1980, for the Senior Citizens Nutrition Program for an additional year. However, SPAG provided only for a 9-month Program, the reason being that the State did not have sufficient matching credits. Therefore, the requests involves funding for information and -..referral, transportation and social recreation for a three-month period beginning July 1, 1981 and a six-month period, from July 1, 1981 through December, 1981, for the meal program. Mr. Cunningham felt this was a reasonable request. At the regular meeting, Mr. 0. V. Scott, representing the Parks and Recreation Board, appeared before the Council and reiterated the two request involved. He added that the meal program is estimated to total $110,427. All but $19,164 would be financed by federal funds and donations, leaving a deficit of $ 19,164. Of this deficit, $12,400 in CD funds, which have been previously approved for this program will be available to continue this program. This will leave $6,764 in additional financial requirements for continuation of the program. Mr. Scott asked that the Council approve the above referenced contracts and to provide for $6,654 in additional CD funds to continue the Title III Nutrition Program for an additional six months. The motion was made by Mayor Pro Tern Henry, seconded by Councilwoman Baker to approve the two referenced contracts as presented passing Resolution 809 authorizing the contract for funding for information and referral, transportation and social recreation for a three- month period begining July 1, 1981; and to pass Resolution No. 810 authorizing the contract providing the meal program for a six-month period from July 1, 1981 through December, 1981. Resolution No. 819 During the 8:30 a.m. Work Session, Robert Massengale, Director of Finance, apprised the Council that there were four major changes in the proposed contract as opposed to our present contract, to -wit: 1. There will be no service charge for individual items processed in the new contract. In the old contract each item, whether a check being processed or a check being written, was assessed a charge of 25 per item; 2. There will be no upper limit set on the investment rate. In the current contract there is a ceiling of 10% on all CD's. In the new contract there will be at least the Treasury Bill rate. There will be a schedule in periods of lower interest rates where the Treasury Bill rate, plus percentage, will be obtained; 3. The contract will still be for a term of two years, however, each year the contract will be renegotiated so that if it is not renewed, it will give the bank and City a year's notice before termination; 4. A larger demand deposit balance will be required based on a formula. Mr. Massengale felt that this contract would be better and should yield considerable better interest rates. During the regular session, Mayor McAlister requested advanced information on these matters for Council consideration and that additional plans for apprisi the Council in advance should be formulated. The motion was made by Councilman Aderton ' seconded by Councilman Brown to pass Resolution No. 819 accepting a bank depository contract with Texas Commerce Bank National Association. Affidavit on page 374A. The Planning and Zoning Commission recommended this request be_a owed, subject to the following conditions: a. That it be tied to the site plan as presented. b. That the use be limitedto medical professional offices only. Ordinance No. 8198 In accordance with Notice published May 13, 1981, in the Lubbock Avalanche -Journal, a public hearing was held on the above referenced matter. Proponent: Bob Messersmith, Architect This request will remove residences in an "R-l" zone and replace them with "AM" specific use medical professional offices. There is "AM" policy zone on the North, "R-1" single- family on the South, East and West. The Planning and Zoning Commission felt that since this request is adjacent to the policy zone, it was their recommendation that the zoning be limited to medical professional offices and tied to a site plan. To extend the policy zone beyond 23rd Street would cause premature speculation and deterioration of the stable residences in the area. Jim Bertram, Director of Planning, felt that P & Z had made a reasonable compromise and recommended approval. Appearance: Hugh Anderson, Attorney Mr. Hugh Anderson asked if the use was strictly for medical professional offices, to which Mr. Bertram assured him that it was. There being no further discussion and no opposition, the hearing was closed. Mr. Hollis Walker, KHC Systems, Inc., will ._ap appear to present the preliminary report on Lubbock Traffic Signal System Study. During the Work Session, the preliminary report of the Signal System Study was given by Hollis Walker and Nat Yagoda of the KHC System, Inc. The Council was apprised that the current traffic light system, referred to as systems ABC, has become outdated, being 8 to 11 years old, and the maintenance of such equipment would be very burdensome. Mr. Yagoda presented four alternatives, to -wit: 1. Digital Central Computer 2. UTCS First Generation 3. UTCS First/Second Generation 4. Upgrade Existing Mr. Yagoda felt that #3 would be the best and less costly because the new system could be connected to the old system. This would expand the computer to a 32-bit, 768 k byte, mini- computer with dual disk drives. Mr. Yagoda stated further that for 108 signalized intersect primarily in the downtown area, it would cost about $4.3 million, if the City is planning to get this project going in a couple of years. This would be $120,000 in annual operating costs, Mr. Yagoda felt that if we decided to go with this system now that it would take a couple of years before the system would actually be constructed, giving the following time schedule: 1. Engineering Design 9 - 12 months 2. Bidding & Award 4 months 3. Construction 24 - 30 months He felt that in about the Summer of 1985 the signals would be in full operation. Upon Council query, Mr. Yagoda further stated this new system would not require replacing the signal poles; that this new system would be on main intersections; that it would be synchroni2 alleviating this stop and go business at every intersection. Overall,Mr. Yagoda and Mr. Walker felt that this system would be best for the City of Lubbock.
