A resolution approving "Route 15" for the Interstate 27 extension project
At the Work Session held on January 22, 1981, the Council was apprised
of the proposed Route 15 for Interstate 27 extension project by the High
Department. Those minutes reflected the Council's endorsement of the
Route 15 proposal. The public hearing will be held February 19, at the
Civic Center Banquet Hall. At the Work Session on this date, by consens
the Council concurred that as many, if not all, members of the Council
should be present at that hearing.
The motion was made by Councilwoman Baker, seconded by Councilman Aderton
to pass Resolution No. 709 approving of the "Route 15" 1-27 extension
project. Motion carried: Mayor McAlister, Mayor Pro Tem Henry, Councilm
Brown and Aderton and Councilwoman Baker voting Yea; none voting Nay.
AA: pc
RESOLUTION NO. 709
WHEREAS, construction is being completed on Interstate-27 to North
Loop 289 in the City of Lubbock; and,
WHEREAS, the extension of Interstate-27 through the City of Lubbock
would alleviate traffic problems for persons coming to Lubbock, travelers
using the highways passing through Lubbock, and would generally benefit
the traffic flow within the City of Lubbock; and,
WHEREAS, the study and development of this project has continued
and a route has been defined by the Texas Department of Highways and
Public Transportation as "Route 15"; and,
WHEREAS, the selection and development of Interstate-27 along "Route
15" is in the best interest of the citizens of Lubbock; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT completion of Interstate 27 is considered by us to be an essentl
element of Lubbock's transportation network and is included as a part
of our Lubbock Comprehensive Plan and also part of the Lubbock Urban
Transportation Plan. I
THAT "Route 15", subject to final cost -benefit analysis, appears
to represent the most economic route in terms of land acquisition and
relocation. It further represents a route that holds neighborhood splits
to a minimum by utilizing a great deal of existing right-of-way and/or
many large tracts of vacant land.
THAT "Route 15" reduces necessary and subsequent urban renewal actio
adjacent to the project due to minimal disruption of residential neighbor
as noted above.
THAT "Route 15" as shown will create some excellent permanent boundal'
for future Community Development assisted projects as might be planned
by the City. I
THAT due to required traffic movements and to eliminate as much
driver confusion as possible, and to insure the best compatibility with
existing and proposed thoroughfare improvements, we recommend that full
access -service roads and ramps be approved for the entire project. More
specifically, we would recommend the following on "Route 15":
a.
A
9
1
s
61
We recommend on and off ramps (1/2 diamond) north of Municipal
Drive. These ramps will provide the most direct and least
confIsing
access from points north including the existing Loop 289 to the
Central Business District. The inclusion of these ramps will a low
in -bound traffic from the north full non-stop access to downtown
Lubbock, as otherwise traffic will encounter (over a 2 mile disgance
H
on service roads off of the main lanes) stops at Erskine, Loop 289
and one set of railroad tracks. Further, necessary traffic sig'als
and related equipment would have to be installed. Likewise, fo:
outbound traffic from the south, without the ramps, stops would be
required at 4th Street, Canyon Lake park road, Municipal Drive, one
set of railroad tracks, Erskine and the frontage roads at Loop 989.

part of our transportation improvement program. In addition, without
these ramps, all coordination and effective implementation of the
proposed 3rd Street and 4th Street one-way pair system would be
lost, or at best, diminshed. Considerable time and money has already
been spent by both the City and the Texas Department of Highways and
Public Transportation on the Texas Avenue and Avenue H and 3rd and
4th Streets systems.
b. We recommend that egress from the main lanes (northbound) be routed
to exit onto 14th Street instead of 13th Street as shown on "Route
15". This movement occurs in that section of the Interstate between
Broadway and 19th Street. The basis for this recommendation is for
better access to our existing one-way pair system that serves the
interior of the Central Business District as well as to help eliminate
the traffic congestion that will be occuring at Broadway and Avenue E.
THAT the City Council of the City of Lubbock does hereby support and approve
the selection and development of "Route 15" together with the suggestions for
development as hereinabove set forth.

Resolution No. 710
A resolution authorizing the Mayor to execute an amendment to the 1981-82 Community
Development annual application.
The Council approved the 1981-82 Community Development Annual Application at their
January 8, 1981 Regular Meeting (Resolution #691) based on the anticipated amount
of $3,481,000. Subsequently, the HUD Area Office has informed the City that their
Entitlement Period is for the amount of $3,360,000, a reduction of $121,000. It
is, therefore, necessary to amend the annual application to reflect this reduced
amount. The options available for consideration reflecting this reduction are:

8, 1981, funding the deficit from monies received from land sales
in the Memorial Civic Center area, and payment of code enforcement
liens, miscellaneous rent, etc.
2. Delete the Neighborhood House project ($75,000), reduce the
Contingency Fund ($46,000).

It was the staff's recommendation that all projects and activities
approved on January 8, 1981, be implemented, utilizing the funds as

The motion was made by Councilman Brown, seconded by Councilman
Aderton to pass Resolution No. 710 reducing the annual application
in the following manner: reduce Contingency Fund ($27,000), reduce

Consider the allocation of Community Development contingency funds for improvements
to Mose Hood Park.
Two softball fields at Mose Hood Park (Avenue Q and 24th Street) are among the
oldest in Lubbock, and were recently damaged by severe weather last summer, resulting
in the loss of light fixtures to both, fields.
At the public hearing held in regard to the 1981-82 Annual Application, the renovation
of these two fields were given high priority, it being the recommendation to use
contingency funds. The renovation includes new lighting for both fields ($30,000),
automatic irrigation for both softball fields ($5,000), bleacher repair and replacement
($6,000),.repair of concession stands ($1,000), and concrete flatwork in dugouts
and around and under bleachers ($3,000).
The motion was made by Councilwoman Baker, seconded by Councilman Aderton to approve
the application for the above referenced renovation at Mose Hood Park, utilizing
CD Contingency Fund. Motion carried: Mayor McAlister, Mayor Pro Tem Henry, Council

1, 1980 through September 30, 1981, needs to be approved. The guidelines for revenue
sharing funds require two public hearings be held to allow any citizen to make
suggestions regarding these funds.
The motion was made by Councilman Aderton, seconded by Councilwoman Baker to hold
a public hearing on February 26, 1981 at 1:30 p.m. to receive suggestions from
all interested persons regarding the General Revenue Sharing Funds, Entitlement

FARM PERMIT AND RELEASE
STATE OF TEXAS
COUNTY OF LUBBOCK
Whereas, the City of Lubbock, a home rule municipality located in L
County, Texas, herein called "City" is in the process of purchasing a
portion of the Southwest 1/4 of Section 6, Block D-3, Lubbock County,
Texas, except 2.92 acres in the Northwest corner thereof from the
present owners, namely Bobbie Boyd Rawdon and husband, Don Rawdon,
which purchase is expected to be consumated and completed on or about
February 13, 1981, such land to be principally used for a City water
storeage reservoir; and,
Whereas, L.D. Phillips is the present farm tenant occupying said
land, hereinafter called "Tenant"; and,
Whereas, City and Tenant find it mutually to the benefit of each
other, and City finds it to the public interest for City and Tenant to
contract and agree as hereinafter set forth, City and Tenant, in
consideration of the mutual agreements hereinafter set forth to be
kept and performed, do hereby contract and agree as follows:
I.
The term of this agreement shall be from February 13, 1981 or the
date whenever City becomes the owner of the property herein concerned
by consumation and completion of the purchase thereof, whichever date
shall first occur until December 31, 1981, or extend as necessary to
harvest the crop, which date is the end of the term herein contemplated.
II.
Tenant is permitted to farm the 29 acres of land and 57 acres of
land shown on the plat or map attached hereto and made a part hereof
as "Exhibit A", and Tenant is allowed to retain the revenues from the
farm crops raised on said acreage during the term of this agreement.
Tenant shall pay all expense of farming said acreage, and any land
farmed by Tenant under the terms of this agreement. Tenant is hereby
allowed to farm the remaining land surrounding the proposed City water
reservoir site (as shown on Exhibit A hereto attached), and Tenant
agrees that he will practice weed and erosion control on such re-
maining land, and Tenant shall be entitled to retain the revenues from
farm crops on such surrounding land as his property; provided however,
that Tenant shall farm such remaining land at his own risk of crop
loss in that contractor or contractors for the City, and City employees,
agents, officials, representatives, and servants shall be allowed to
5bock

,FEB 12 1981
cross such farm crops with such vehicles, equipment, materials, and personnel
necessary to construct the proposed water reservoir storeage site as contemplated
by City without being liable to Tenant in whole or in part for such crop loss, and
Tenant agrees to hold the City harmless of and from any and all claims for such
crop losses arising out of his farming operations on such remaining land as aforesaid.
Tenant is to pay all expenses of his farming operations.
III.
Tenant, in consideration of being allowed to retain farm crop revenues as
aforesaid as his property, herewith agrees to release his interest in his tenancy
with the present owners being Bobbie Boyd Rawdon and husband Don Rawdon (as above
mentioned), and further agrees to move (at his expense) a mobile home and all his
farm equipment and property of any others from the premises forthwith as and when
requested to so do by the City. The City hereby determines that Tenant's release
of tenancy, and agreement to move his mobile home and farm equipment as next -above
set forth, and to maintain erosion and weed control as set forth in Section II
hereof is adequate consideration for his retention of farm crop revenues for the
term of this agreement, and that such arrangements are in the public interest,
health and welfare, being in aid of completion of the water reservoir storeage site
construction project as herein contemplated by the City.
IV.
The term of this agreement shall end as aforesaid on December 31, 1981, and
Tenant agrees to yield up peaceful possession of premises herein concerned (speci-
fically being property shown on Exhibit A hereto attached) at the end of such term
without any notice requesting possession being given to Tenant by City.
V.
The property herein concerned is United States Government A.S.C. Farm No.
1765, and all applicable farm crop allotments concerned with such farm shall
become the property of the City at the end of the term of this agreement without
the necessity of a transfer of such crop allotments by Tenant to City.
Executed as of the 13th day of February, 1981.

81-40-103-142 Resolution No. 719
(49)
A resolution ascertaining and adopting the general rate of per them wages in accordance
with Article 5159a, Vernon's Annotated Civil Statutes.
At the 8:30 Work Session, the Council was apprised that all public works contracts
should reflect a prevailing wage scale for the various classifications involved,
pursuant to City Council policy. A survey was conducted utilizing wages of the
contractors, plus the wages of the City, thus determining an average recommended
wage as stipulated in the proposed resolution. Admittedly, this will have some
effect on the small contractors and minority contractors; all federal monies are
under the Davis -Bacon requirements and will not be affected by this resolution. The
requirements will determine the per them wages as follows:
1. Per them wages for legal holidays and overtime shall be paid
by the contractor.
2. The prevailing rate of per them wages in the locality shall be
ascertained by the governing body and the bids shall so state
what the prevailing wage rates for per them wages are in the
locality, and the bid document shall state that it is mandatory
for the contractor to pay these wage scales, and provides for
a penalty in the event he does not comply.
3. The contractor/sub-contractor are required to keep accurate records
showing hours of labor, etc.
4. All construction or repair work under any contract paid for in
whole or in part with public funds shall be deemed "public works".
5. Any officer, agent or representative of any political subdivision
who willfully violates or omits any of the provisions in the Act
shall be deemed guilty of a misdemeanor punishable by a fine
not exceeding $500.00.
The motion was made by Councilman Brown, seconded by Councilman Aderton to pass
Resolution No. 719. Motion carried: Mayor McAlister, Mayor Pro Tem Henry, Councilmen
Brown and Aderton and Councilwoman Baker voting Yea; none voting Nay.
JCR:cl RESOLUTION NO. 719
WHEREAS, Art. 5159a, V.A.C.S. requires the public body awarding any contract
for public works to ascertain the general prevailing rate of per them wages in the
locality in which the work is to be performed, and
WHEREAS, the above statute requires that said wage rate specify the general
prevailing rate of per them wages for each craft or type of workmen or mechanics
needed to execute the public works contract, and
WHEREAS, the above statute further requires that the prevailing rate for legal
holidays and overtime work be set forth, and
WHEREAS, the above statute requires that the above mentioned wage rates be
specified in the call for bids on public works contracts and likewise be contained
in the public works contract itself; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL:
THAT the general prevailing rate of per them wages for building construction
trades shall be as set forth in Exhibit A, attached hereto and made a part hereof
for all purposes.
THAT the general prevailing rate of per them wages for highway -heavy construction
and paving trades and crafts shall be as set forth in Exhibit B, attached hereto and
made a part of this resolution for all purposes.
THAT the prevailing rate of per them wages for electric construction trades
shall be as set forth in Exhibit C, attached hereto and made a part hereof for all
purposes.
THAT the prevailing rate for overtime work in excess of 40 hours in a regular
work week shall be (12) one and one half times the rate shown on the exhibit a
pplicable for each trade or craft in question.
THAT the prevailing rate for weekends and legal holidays shall be (12) one and
one half times the rate shown on the exhibit applicable for each trade or craft in

Affidavit on
Lubbock, from R-1 to A-2 Zoning District (located west of Frankford
Page 126A.
Avenue between 36th and 37th Streets).
The Planning and Zoning Commission recommended that this request be
approved, subject to the following condition:
a. That there be no windows above the second floor of the
proposed apartments facing Frankford Avenue.
b. That it be limited to apartments.
In accordance with Notice published January 28, 1981, in the Lubbock
Avalanche -Journal, a public hearing was held on the above referenced
matter.
Proponent: H. A. Sessions
This request covers a tract of land to be limited to church and related
uses. Adjacent land uses are, "A-2" zoning limiting density and tied
to a site plan on the North, "A-2" zoning on the South, "R-l" single-
family on the East, and Loop 289 on the West. The requested tract of
land has very little potential for residential or low -density development,
and to allow for privacy to the adjacent residences, the P & Z recommen d
that no windows be allowed above the second story for those units, facin
Frankford Avenue. Mr. Sessions indicated that the purpose of the reque
was to develop apartments and that the stated conditions were agreeable
with him.
Opponents: Mrs. Morris, 5809 37th St.
Rita Mae Garrett, 5810 37th St.
The opponents' primary emphasis was that it would devalue the existing
residential property, and they requested that the zone change be tied
to a site plan, which they would like to peruse in order to be assured
that proponent will construct the type of structure that he has indicat4i
at the hearing. In response to Council query as to the lack of opposit#n
at the P & Z Hearing, the opponents replied that they had not received
notice of the requested zone change. 1,

FEB 181
The Council recessed for lunch to reconvene at 1:30 p.m.
MEMERVINNIMMEEM
RESOLUTION NO. 708 (2/12/81) was
81-40-131-181 Resolution No. 708 amended by Reso 752 (3/26/81)
(27)
A resolution approving plans for University Avenue and authorizing preparation of
engineering plans and specifications.
The above item was considered at 1:30 p.m. at the request of interested citizens
in opposition to this matter. Mayor McAlister clearly stated that it was not a
public hearing, but he would allow those citizens in the Council Chambers who
wished to speak to this matter to do so; that the procedures would be: following
his introductory remarks, Director of Planning Jim Bertram would present the
schematic plan with appropriate commentary, to be followed by citizen appearances,
as desired.
The Mayor prefaced the proceedings by stating that the University Street Improvement
Project came about in 1976 when the then -Council appointed a Citizens Advisory
Committee (CAC) to review all needed long-range projects for the City, and submit
to the Council a five-year plan itemizing those needed projects in the order of
priority as determined by the CAC; that the CAC was comprised of 37 members of
various expertise and their recommendations, submitted to the then -Council on
October 14, 1976, listed, among other things, twenty-two street improvement items,
of which University Street project had been given high priority; that their recommend
tions were discussed in depth at a work session held October 20, 1976; that the
Bond Election held May 5, 1977 resulted from these recommendations, one of the
proposals being to approve $800,000 for the University Street project, resulting
in 63% of the voters voting FOR the proposal and 37% voting AGAINST this particular
proposal; that following the Bond Election, the staff commenced working on this
particular matter.
The Mayor specifically stated that the concept that this matter has come to the
attention and consideration of this Council since the first of February, implying
this to be a "railroad" job is false in every respect; that admittedly, the Texas
Tech Regents placed their stamp of approval on the project at their January 31,
1981 meeting, but their action was culminated after many months and years of
planning and working together.
Director of Planning Jim Bertram presented a schematic elevation of the proposed
project, which will extend from 4th Street to 19th Street, to -wit:
The project will allow for five lanes of traffic --three lanes northbound,
two lanes southbound, with a right turn lane (southbound) at 4th Street
on to University; that the curb line between 4th and 6th Streets (west
side) will be moved back to allow two lanes and allowing right turn
lane (westbound) at 6th Street on to Tech campus, and allowing left
turn lane at 6th Street (eastbound) into the Overton Addition; that
the curb line on the east side approaching 4th Street will allow
for three lanes; that there is no curb line change between 5th and 6th
Streets; that parallel parking on the east side will be allowed in front
of Sambos.
Between 6th and 7th Streets, there will be three lanes north and
two lanes south; that the curb line on the west side will be set back
to allow two direct lanes north of 7th Street; that there will be
no left turn lanes on to 7th Street.
Between 7th and 8th Streets, the curb line will remain in tact
on to 10th Street --three lanes northbound, two lanes southbound,
allow . ing for 4' median with no turns on to the Tech Campus.
South of 10th Street, the curb line will be moved back on the west
side to approach Broadway, with 10'-14' medians between Tech and the
dorm on the east; two lanes straight ahead allowing right turn lane
on to Tech campus and left turn lane eastbound on Broadway; that parallel
parking on the east side of University between Main and Broadway will be allowe(
that the entrance to Broadway will allow the curb line to be moved back to
allow right turn on to campus.
Between Broadway and 13th, the existing curb line will allow
three lanes northbound with left turn on Broadway onto the Tech
campus; that the curb line will be moved back 11' on the Tech side
to allow two lanes southbound until 15th Street, with a median
between 13th and 14th Streets; that parallel parking on the east
side will be allowed from Broadway to 15th Street.
At 14th Street, the curb line will be moved back on the west side
approximately 22' to allow for two lanes straight ahead, one left
turn lane on to 15th Street and a right turn lane on to Tech campus.
At 15th Street, the curb line on the east side will remain in tact.
At 15th Street south, the east curb line will remain in place;
that there will be three lanes northbound; that northbound left
turn lane on to Tech campus will be allowed, and two lanes south -
bound will exist; that the center median will continue just south
of 16th Street without any right turn lanes;
132
That this will allow three lanes southbound, three lanes north-
bound, with center median, three lanes straight ahead and two
right turn lanes on to 19th Street, and a single left turn lane
on to 19th.
On the east side, the curb line will be moved back to allow three
lane capacity northbound; that parallel parking on the east side
will be allowed, allowing for safety in parking manuevering, this
recommendation being in accordance with the Federal Highway
Administration safety guidelines.
Mr. Bertram then made comparisons as to the amount of space require
for 30' angle parking, 45' angle parking and 60' angle parking, as
well as parallel parking, stating that the traffic flow would be m
efficient using a 30' angle parking. I
In response to the Mayor's query, Mr. Bertram indicated that possibly
through Urban Renewal assistance and Community Development funds,
that off-street parking between University and Avenue X could be
developed; that this could be accomplished through the merchants
purchasing the lots at fair market value, clearing them and establishin;
their own parking; or, in the alternative, if public funds were
used, it would then be a public parking area useable by all citizens.
Mr. Ted Rushing, on behalf of some of the University property owners
(University Property Owners Association), appeared before the Council
and requested that an alternate approach to the project be considered,
and introduced their legal counsel, Marion Key. Mr. Key's alternate
proposal, in essence, recommended that on the east side of University,
there be allowed on -street parking at a 30' angle parking in all
instances; that a 30 mph speed limit be allowed throughout this
portion of University; that to eliminate the necessity of a median
with planters, the east lane be used only for right turn lanes and
for 30' angle parking; that parking limits be from 30 minutes to 45
minutes in duration; that in consideration of the merchants during
the construction phase, that certain conditions be placed in the bid
documents concerning this specific matter; that the merchants need
some sort of assistance in this entire project, and that in the
interest of improved traffic flow and the accessibility to their
business, this proposed compromise would be beneficial to all concerned
Mr. Key further stated that eliminating the left turn lane on 10th
Street on to University (southbound) would result in an increase in
traffic at 15th Street and Broadway intersections, and suggested
that the left turn lane at 10th Street (southbound and westbound) be
allowed.
Mr. Tom Reynolds, Pastor of University Baptist Church, appeared on
behalf of this church located at 2422 - 10th Street, and agreed that
the project was needed, but little consideration had been given to
the safety of pedestrians in crossing University; that through the
use of traffic signs, that no left turns be allowed from 7:00 a.m.
to 6:00 p.m.; that left turns could be allowed on weekends, or in
the summer when Tech is not in session. Another alternative would
be to provide an underground tunnel (under University) for pedestrians
(students/faculty); that a center median is a "monument to stupidity."
Mr. Jack McCutchen, Attorney, appearing on behalf of Bromley Hall,
stated their facility accommodates 1,000 students, has 500 parking
spaces in their garage facility, with the front portion providing
retail shopping. Mr. McCutchen stated three concerns they had:
1. Pedestrian crossings --that the students residing at Bromley
cross to and from the campus approximately 288,000 times annually,
and this number does not include those students residing in the Tech
ghetto area; that the alternative would be to allow two pedestrian
crossings --Main and University and 10th Street and University.
2. Traffic flow around their building --there is need for
southbound traffic on University to turn left at Main, and there is
need for southbound traffic on University to turn left at 10th
Street --Main and 10th Streets being one-way parallel streets. The
alternative would be to allow left turn lanes (southbound) at both
of these intersections.
3. An alternative to the above concerns would be to allow 10th
Street to become two-way traffic, if Main Street is to remain one
way, and left turn lanes are not allowable for southbound traffic at
either intersection; that his client (Bromley Hall) will be completely
isolated from accessibility under the proposed plan, as presented by
Mr. Bertram. Additionally, Mr. McCutchen indicated that parallel
parking was too hazardous, and it would be more feasible to move the
curb line back and allow angle parking.
11
Mr. Bob Bishop, d/b/a Bishop Photography, indicated that no allowance
had been made for southbound emergency vehicles, and the proposed
133
median would be an unnecessary obstacle. . . ' Linda Lowery, a Dallas resident
attending Tech, questioned the comprehensiveness of the proposed project; that the
plan did not reflect sufficient depth; that a committee needed to be appointed to
study parking in this are . . . Kerry King and Burl Pigg, Jr., both merchants on
University, questioned the comprehensiveness of the plan, the effect of side -
street traffic on their respective businesses, the position they were being
placed in to fight to stay in business, now complicated the pending construction
of the street, which could easily result in economic collapse for the small
businessman . . . Warren Goss, an attorney, appearing on behalf of twenty other
merchants in this area, suggested the merchants and students work with the City to
develop a more feasible plan; that the matter should be referred back to P & Z
and, additionally, that a committee'of individuals who are affected, be appointed
to develop a plan suitable for all concerned . . . Chris Abel, George Bush, Dave
Yellovick and Bob Burl, all being either faculty or students in the Department of
Architecure at Texas Tech, emphasize the need for more consideration of pedestrian
crossings (Mr. Bush's empirical academic presentation was supported by reading
excerpts from the "Land Use Plan of 1974") . . . Mr. Paul Mills' 18-minute presentati
concentrated on matters of safety, followed by Garnet Reeves, who proposed slowing
down the traffic on University, and additional lanes of traffic would only accelerate
the speed . . . Bruce Kattman, owner of Aztec Inn on 19th Street appeared in
sympathy with the merchants on University, because of "what they did to us on
19th," and stated that the project would result in the loss of tax revenue.
Upon completion of all appearances and statements of those present, Councilman
Brown prefaced his remarks with words of appreciation to those who appeared in
the interest of compromise. He moved that Resolution #708 be approved, adopting
the Plan as shown for University Avenue, authorizing angle parking with these
changes:
--That we retain 30' angle parking as it now exists, and change all
angle parking to 30', where existing angle parking now exists;
--That we retain 30 mph speed limits throughout this area;
--That we add parking spaces back to the side streets on 10th Street
and Main;
--That we pursue with diligence all possibilities for adding parking
to 13th and 14th Streets;
--That the right lane northbound traffic be retained as a turning and
parking maneuvering lane;
--That the time limit for parking be flexible and the staff and the
merchants work this out.
Mayor Pro Tem Henry asked that the motion be amended to include consideration for
parking for the handicapped; Councilman Brown concurred.
Councilwoman Baker seconded the motion, as amended, subject to the following
amendment: regarding parking on 13th and 14th Streets, crosswalks, etc.; that the
staff consider all of these suggestions as presented today, and come back to the
Council at the next Work Session responding to the feasibility of these suggestions.
Councilman Brown concurred.
The ballot was taken: Mayor McAlister, Mayor Pro Tem Henry, Councilmen Brown and
Aderton and Councilwoman Baker voting Yea; none voting Nay.
Councilman Aderton commented, following the balloting, that there were some
exceptions expressed regarding the beautification efforts proposed, and that if
each merchant would take pride in his property and pick up the floating trash
(paper cups, wrappers, etc.), it would enhance the appearance of the area.
