SPECIAL CITY COUNCIL MEETING
10:00 A.M.

80-39-333-490 Consider a Resolution canvassing the votes of the Special City Runoff Election held
( 1) April 29, 1980.
The City Secretary reported to the Council that the canvassing of the votes had been
completed, and noted that there were 116 votes difference between the votes tabulated
and the number of ballots cast. She further reported.that all ballots had been
accounted for i.e., ballots cast, ballots uncast, ballots mutilated, etc., and her
summation was to the effect that many votes were not tabulated because of imperfections
in balloting on the part of the voter.
The Mayor responded as follows:
It is important to note the fact that 116 persons cast ballots in
Tuesday's election, but their votes could not be counted.
The tabulation judges inform me that there are two reasons for the
punch card ballots not being counted. In many cases voters punched
the ballot twice --once for each candidate. The mechanical counting
process rejects all ballots in which this occurs. In other cases,
the stylus did not fully penetrate the ballot, and the counter could
not tabulate that vote.
These problems were evident throughout the City.
Differences in the number of ballots cast and the number of
votes counted for the candidates occurred in 28 of the 37 precincts
on Tuesday.
We hope that all voters will be aware that these problems can
occur the next time they use the punch card voting devices.
There being no discussion, the motion was made by Mayor Pro Tem Henry, seconded by
Councilman Aderton to pass Resolution No. 487 whereby the canvassed votes of the
April 29, 1980, Special City Runoff Election reflect Joan Baker - 4,144, Dwayne Lynch -
1,970. Motion carried: Mayor McAlister, Mayor Pro Tem Henry, Councilmen Brown
