The current time crunch involves trying to Complete this construction to avoid having this area Under con- struction through most of the football season. The City Atturney's office advised that there should be an executed Lease Agreement before construction begins in order for the City to have authority to work on Texas Tech property. The Lease will describe revisions Texas Tech has made in campus street connections to University Avenue after the original Lease was granted in 1981. The Original Easement will need to be expanded along the west aide of University Avenue to allow for utilities, storm water inlets and traffic control devices; however, this has not been presented to the Board of Regents and until it is acted on by them, Tech has granted the City, only, a temporary limited Easement.
