In October of 1985, at the request of Mr. W.E. Medlock,
Sr., the City Council authorized an Amendment to the Oil
Lease Agreement for the park property in the Burl Huffman
Athletic Complex area. The Oil Lease was subsequently
assigned to Dr. Max Stettner.
Mr. Medlock felt that he needed the Amendment to allow
him more time to drill wells on the property. The
Amendment extended the length of time to drill to April
April q, 1986

/l7.\
Dr. 8tettDer'S attorney interpreted the Amendment to be
0UCh more restrictive than the original Lease and advised
that the Amendment be repealed. Current oil market
conditions dictate that the drilling of additional wells
at this time is not economically feasible.
Dr~ Stettner will have approximately two years to drill a
well if the Amendment is repealed.
After further study of the original Lease, the Staff
agrees with the interpretation of Dr. StettDer'S attorney
and therefore, Staff recommended approval of the
Resolution.

On July 25, 1985, the City of Lubbock entered into d
contract with PRC Engineering of Fort North, Texas, to
conduct O study Of the detectors on the computerized
traffic signal system and to prepare plans and specifica-
tions for the restoration Of those found to be
inoperable. There are approximately 450 detectors on the
system, and after each had been checked out, it was found
that 215 (47~8%) were inoperable and in need of repair.
Plans and 8peCifJCOti0OS were prepared and on Wednesday,
March 26, I980, bids were opened. The low hid was
submitted by Florida Traffic Control Devices, Altamonte
Springs, Florida, in the amount of $336,3I0 using Type I
loops, and $348,110 using Type II loops. The estimated
CO5t for this project was $346,500 for Type I loops and
$424,000 for Type II l00pS~
Staff recommended using Type II loops due to the signi-
ficant problems the City has with loops and the superior
performance the Type II loop has provided in other parts
of the country.
Therefore, Staff recommended that the Contract be awarded
to Florida Traffic Control devices for Type II loops in
the d0VUOt of $348,1I0° The loops themselves account for
$176,877 of the COSt Of the project, while the remaining
$17I,233 consists of such items as mobilization, lead-in
cable, conduit and pull bOxg5°
Motion was made by Mayor Pro Tem Carpenter, S8C0Od8d by
C0UnCil0dD Brown, authorizing the awarding of contract
to Florida Traffic Control Devices for Type II loops, and
further instructing the Staff to maintain these loops on
O regular basis, once they are installed. Motion
