In Max, I987" the City Council established the
Central Business District Steering Committee to
oversee the development of a Redevelopment Plan
for downtown Lubbock' Since May a subcommittee
has met extensively to review different
approaches for selecting a professional services
consultant.
Carl Webb, CQDSC representative, stated that a
Request for Proposals was sent to approximately
IOO planning and design firms across the nation
and 13 responses were received. The responses
were evaluated according to personnel
qualifications, experience of the firm, proposed
methodology, timeliness, budget, and local
collaboration.
Mr' Webb said that after reviewing the Staff

they would agree to perform the project for
$75"000 and establish a local affiliation' RTKL
Associates agreed to the project budget of

local affiliate'
The full Steering Committee met on February 22 to
consider the Subcommittee's recommendation and to
hear the RTKL presentation. The committee unani-
LJ mously approved the Subcommittee recommendation.
According to Mr' Webb, the Subcommittee also has
initiated private fund raising efforts for the
project by compiling a listing of approximately
500 landowners and principal tenant interests in
the downtown area. A public briefing will be
presented by RTKL on March 24, 1988 to all
interested persons to kick off the fund raising
efforts and follow-up contacts will be made by

ORDINANCE #9184
AN ORDINANCE CANCELLING AUTHORITY AND APPROVAL FOR A TRAFFIC
SIGNAL AT 15TH STREET AND AVENUE K AND AUTHORIZING THE REMOVAL OF
SAID TRAFFIC SIGNAL AS AN OPERATIVE TRAFFIC SIGNAL.
A study of the traffic volumes at the
intersection of 15th Street and Avenue K
indicates that the minimum volume requirements
for continued operation of a traffic signal are
not met. In order to justify a traffic signal,
the Texas Manual on Uniform Traffic Control
Devices (TMUTCD) requires a minimum volume of 600
vehicles per hour on the main street and 200
vehicles per hour on the minor street for each of
eight separate hours during the day. The highest
volume hour at this intersection shows 336
vehicles on Avenue K and 128 vehicles on 15th
Street. On January 18, 1988 the traffic signal
was placed on "flash" in order to further study
the need for the signal. Since then, there have
been no reported accidents. Therefore, based
upon the above information and in accordance with
Section 4C-2 of the TMUTCD, Staff recommended
removal of this traffic signal.

IN THE BODY OF THIS ORDINANCE; DIRECTING PLACEMENT OF SIGNS WITH
RESPECT THERETO; REPEALING CONFLICTING ORDINANCES TO THE EXTENT OF
SUCH CONFLICT; APPLICATION OF THIS ORDINANCE ONLY TO STREETS OR
HIGHWAYS NAMED HEREIN; PROVIDING THIS ORDINANCE SHALL BE CUMULATIVE;
PROVIDING A PENALTY; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR

Currently, the speed limit on 82nd Street between
Elgin Avenue and Avenue H, and between Vicksburg
Avenue and Frankford Avenue is 45 mph, but recent
speed studies conducted in accordance with the
State Policy on Speed Zoning show the 85th
percentile speeds to vary from 48 mph to 54 mph.
Therefore, Staff recommended that a speed limit
of 50 mph be established in these areas. A 45
mph speed zone would be retained through the
school crossings at Fremont and Memphis Avenues.

On February 25, 1988, Lubbock Power and Light
filed with the City Secretary its Statement of
Intent to change electric rates' This action was
a result of Southwestern Public Service's filing
on February 22, I988-
The overall decrease for all classes of customers
averages 3'52% with the largest reductions for
Municipal, 6'239%; General Service, 4.312%; and
Irrigation, 4'123%' The Residential Class will
be reduced an average of 3'573%-
3ince February, 1984, Lubbock Power and Light has
charged a 5% late payment penalty for bills
unpaid after 30 days and Staff recommended
changing this to 22 days' Southwestern Public
Service Company charges this 5% penalty after 21
days for all classes except Residential, which is
16 days. The 30-day late charge forces some
customers to be billed several days later than
their scheduled billing date'
The effective date of this rate change is April
l, 1988- Staff recommended approval of this
proposed rate change and also the proposed change
for the late payment penalty schedule.

WHEREAS, Southwestern Public Service Company has heretofore

February, 1988; and

On February 22, I988, Southwestern Public Service
filed with the City Secretary a request to change
their rate tariffs inside the city limits of the
City of Lubbock.
The rates files by Southwestern Public Service
are the same as those filed by Lubbock Power and
Light with the exception of the late charge
period as mentioned in the previous item.
Southwestern Public Service tariff includes a I6-
day grace period for residential and a 2I-day
grace period for commercial before the late
charge is applied' Lubbock Power and Light has a
22-day grace period for all classes Of customers.
March 10, 1988
The requested change in rates is not considered
to be a major change and therefore does not
require a public hearing. The state law allows a
change that is not a major change to go into
effect automatically 35 days after the rate
change has been filed- Southwestern Public
Service has requested that these rates go into
effect on March 28, 1988 which would be 35 days
after the rate was filed with the City Secretary'
No objections were filed within that 35-day
period, so the City Council was not required to
hold a public hearing.
Since this is a decrease in overall revenues for
Southwestern Public Service and the application
of this rate change appears to be reasonable and
just in all oasaa" Staff recommended approval of
the Resolution.
