Hold a public hearing to reaffirm annexation of certain territory known as Lubbock International Airport and Texas A&M Experiment Station at F.M. 1294 and U.S. 87. Jim Bertram, Assistant City Manager, said this hearing is an attempt to come into compliance with the Texas Depart- ment of Community Affairs ruling of the interpretation of what initiation of annexation proceedings means. This ruling states public hearings must be held no less than 20 days and no more than 40 days before initiation of annexation proceedings when the City Council has First Reading. He stated nothing had changed in the annexation documents but this hearing is strictly to comply with this ruling. The Planning Commission heard this proposal and there was no opposition. He recommended (unless there was opposition from the audience) that the Council instruct the staff to prepare the Ordinance for the August 9, 1984, Council meeting substantially annexing what was recommended before. There being no opposition and no discussion, the hearing was closed. The motion was made by Councilwoman Baker, seconded by Councilman Brown that the City Staff be instructed to start the proceedings for annexation of this territory as described. Jim Bertram stated the same comments pertain to the Holt annexation as that of the above Airport annexation (Item #23). Hold a public hearing to consider annexing certain territory known as Mann annexation in Section 26, Block A, John Gibson -T- Survey. Idalou Highway east of LubEo-ckChildren's Home). Jim Bertram told the Council this annexation had been the request of Larry G. Mann of Ralls for approximately 400 acres located at the northeast corner of Wood Avenue and East Erskine. The Staff's cost analysis indicates a potential loss to the City in developing the area slightly in excess of the projected revenues but this could only be determined after the actual development. The advantage of annexing as stated in the Planning and Zoning Commission's recommendation is the possibility that future development would not meet the City's building codes and zoning ordinances and this annexation would be an opportunity to bring the territory under City control to protect adjacent areas to avoid pockets of blight. There being no opposition and no further discussion, the hearing was closed. The motion was made by Councilwoman Baker, seconded by Councilwoman Trejo that the Council instruct the Staff to initiate the proceedings necessary to annex the stated territory.
