SPECIAL CITY COUNCIL MEETING
July 31, 2018

The City Council of the City of Lubbock,Texas met in special session on the 31st of July,2018, in
City Council Committee Room 103,City Hall, 162513th Street,Lubbock,Texas at 3:00 p.m.

Present: Mayor Daniel M. Pope; Mayor Pro Tem Jeff Griffith; Council Member Juan A.
Chadis; Council Member Randy Christian; Council Member Latrelle Joy; Council
Member Shelia Patterson Harris; City Manager W. Jarrett Atkinson; City Secretary
Rebecca Garza; City Attorney Chad Weaver
Absent: Council Member Steve Massengale
Note: City Council addressed agenda items in the following order.,
l 01.1
1, Work Session -Items for presentation and discussion on such issues that may require more
in-depth consideration by the City Council, than Regular Agenda items. Action may be taken
on a Work Session item if the item indicates to the public the action to be taken.
1. 1. Presentation and discussion of the Proposed FY 2018-19 Operating Budget and Capital Program;
and discuss all funds of the city, including but not limited to General Fund, Debt Service Fund,
Internal Services, Enterprise Funds, Special Revenue Funds, Component Units, Related Entities,
debt and debt obligations, Capital Improvement Program, and related and associated items; and take
action to direct the City Manager to make changes to said Budget.
Jarrett Atkinson, City Manager, gave a presentation and answered questions from City Council on
the Proposed FY 2018-19 Operating Budget and Capital Program. Discussion included, but was not
limited to, Debt Service and Investment Pool Funds Summary; Enterprise Funds (including Airport,
Cemetery, Civic Center, Lake Alan Henry, LP&L, Storm Water Utility, Water/Wastewater Utility,
and Citibus);and General Fund including City Manager Department Budget. Chad Weaver, City
Attorney, presented and answered questions on the City Attorney's Department Budget and
Rebecca Garza,City Secretary,presented and answered questions on the City Secretary's
Department Budget. Both of these are also in the General Fund.
Steve O'Neal, Director of Development Services; Blu Kostelich, Chief Financial Officer; Kelly
Campbell, Director of Aviation; Brooke Witcher, Managing Director of Cultural Facilities &
Special Events; Lisa Thomason, Civic Center Director; Chad Sales, Electric Utility Financial
Analyst; Aubrey Spear,Director of Water Utilities; and Chris Mandrell, General Manager of
